Dzongkhag Decentralizes HR to Gewogs |

For any successful decentralization stories around the world, transfer of qualified human resource to the local government/grassroots is a key consideration and Paro Dzongkhag Administration has just done this.
Committed to bringing about efficiency and professionalism at the local level, Paro Dzongkhag Administration embarked on a pioneering HR decentralization path in August 2008.
On 1 August 2008, six engineer and nine accountants took their new chairs at Gewog Administration offices.
Asked why such a new initiative was implemented, Dasho Dzongrab said that it was basically to take the services of these technical staff down to the gewog level. “When the engineers are stationed at the Dzongkhag headquarters, there is problem in fixing proper responsibilities to each of them, especially with that of the gewog activities. Sending them to the field would definitely fix this problem and we can hold them accountable,” says Dzongrab.
Likewise, the services of the accountants were also much desired at the gewog level for keeping books of accounts properly. “The scope and number of activities being taken up by the gewogs is getting bigger by the day. So, there is need for proper handling of accounts at the gewog level so that we do not get into troubles,” says Tshechu, the Dzongkhag Finance Officer.
Due to strong political will and commitment, decentralization policy in the country has now culminated in the introduction of a Parliamentary Democracy. This political process was, of course, designed in the best interest of the country by our visionary monarchs.
However, there are few challenges with transfer of engineers to the Gewogs. The transfer of a good number of them to the Gewogs has left Dzongkhag Administration in need of their services to look after Dzongkhag executed works. This problem, therefore, would be solved only if there is recruitment of additional engineers at the Dzongkhag headquarters.
Meanwhile, those transferred to the Gewogs are pretty satisfied with their new work place and other general circumstances they have at hand.
Asked how they viewed, most of the Gups responded that this transfer of HR to the Gewogs have reduced the burden of having to go all the way to the Dzongkhag headquarters for most of the works which are now done by these Gewog engineers and accountants.
