Auditor General's visit |

On 2nd March, 2009, the Auditor General and his team from the Royal Audit Authority (RAA) paid a visit to Paro Dzongkhag to discuss the pending audit issues reflected in the Annual Audit Report of 2006 and 2007, in compliance with the Resolution of the 2nd Session of the 1st Parliament.
Dzongdag, Dzongrab, Gups, Sector Heads,Accountants, Engineers and other staff of the Dzongkhag Administration attended the Review Meeting in the Dzongkhag Yargey Tshogdue (DYT) Hall.
Dzongdag welcomed the Auditor General and his team from the RAA and expressed his appreciation to the RAA for such proactive lead role taken in discussing and clearing the pending Audit issues which warranted such meeting. He also informed the gathering to take the opportunity to clarify issues which had remained unsettled uptill now.
The Auditor General in his address to the gathering thanked the Dzongkhag Administration for their support and co-operation which made the meeting happen at such a short notice.
He also mentioned the reason for starting of this particular exercise from Paro Dzongkhag as the commendable compliance history held by Paro Dzongkhag under the stewardship of present Dzongdag.
The Auditor General briefed the gathering about the mandates of the RAA in reference to the Constitution of the Kingdom of Bhutan and the Audit Act of Bhutan 2006.He explained to the gathering the line of accountability and responsibility process of the RAA and expressed his happiness over being able to meet officials at the gewog level.
The Dzongkhag Engineer submitted the problem of shortage of engineers, which ultimately affected the construction quality and further made an enquiry on the possibility of involving contractors in the measurement with the audit team at the construction sites. The Auditor General regretted that it would not be possible for them to include contractors for measurement at the construction sites as the RAA doesn't interact with third parties. He however informed the gathering that he would bring to the notice of the Government the manpower constraints in the Dzongkhag.
Dzongdag reported to the Auditor General and his team that the Policy of decentralization has been truly implemented in the field by posting the Dzongkhag Engineers, Accountants and RNR staff to the Gewog Administrations since 2008.This is done with a view to facilitate timely implementation and monitoring of developmental schemes at the gewogs. All the ten Gewogs in the Dzongkhag have now been strengthened by posting the required field staff at the gewog level and once the gewogs are equipped with required staff, all the additional plans, programs and activities would be implemented successfully by handing the ownership of the activities to the public themselves and concentrating on delivering quality services, he said.
Around 26 Audit issues of the Dzongkhag and Gewog Administrations were deliberated in the meeting and resolved.
Finally, the Auditor General thanked the officials of Paro Dzongkhag for the success of the meeting and expressed his gladness for the fruitful discussion that he had with the gathering. He also expressed his appreciation to the Dzongdag for his personal initiatives in following up and resolving the outstanding audit paras not only in the case of Paro Dzongkhag but also during his tenure as Dzongdag of Trashigang Dzongkhag.
Dzongrab proposed the vote of thanks in which he expressed his gratitude to the Auditor General and his team for making themselves available for this very important Meeting and their genuine concern in practical difficulties faced by the implementing agencies.
